General Policy
I. General Policy

II. Responsibility for Implementation

Richard Cornwell, General Manager will be responsible for implementing WTBO/WKGO Corporations EEO program. It will also be the responsibility of all persons making employment decisions with respect to the recruitment, evaluation, selection, promotion, compensation, training and termination of employees to insure that our policy and program is adhered to and that no person is discriminated against in employment because of race, color, religion, national origin or sex.

III. Policy Dissemination

To ensure that all members of the staff are cognizant of our equal employment opportunity policy and their individual responsibilities in carrying out this policy, the following efforts will be made:

The station’s employment application forms will contain a notice informing prospective employees that discrimination because of race, color, religion, national origin or sex is prohibited and that they may notify the appropriate local, State or, Federal agency if they believe they have been the victims of discrimination.

Appropriate notices will be posted informing applicants and employees that the stations are equal opportunity employers and of their right to notify an appropriate local, State or, Federal agency if they believe they have been the victims of discrimination.

In any advertising for job openings the stations will include a notice informing prospective employees that discrimination because of race, color, religion, national origin or sex is prohibited, and that WTBO/WKGO Corporation, LLC. is an Equal Opportunity Employers.

Annual EEO Public File Report for WTBO- WKGO Corporation

 

a.) During this period from June 2, 2011 to June 1, 2012, WTBO‑WKGO Corporation LLC (i.e., Stations WTBO, WKGO, WFRB, and WFRB-FM) did not have any full time job vacancies to be filled in any job title. The company did not hire any part time employees. 

 

b.) Therefore, WTBO-WKGO Corporation did not use any recruitment sources to fill non-existent vacancies.

 

c.) Because of a.) and b.) no recruitment source sought or was entitled to notifications of any vacancy.

 

d.) Because of a.), b.), and c.) there can be no identification of any recruitment source for any referrals.

 

e.) Because there were not full time vacancies between June 2, 2011 to June 1, 2012 there were therefore no interviewees for any full time positions.

 

f.) For a list and brief description of the required non-vacancy specific recruitment measures selected from the FCC’s menu that were undertaken, please refer to Exhibit 3 Narrative Statement immediately following on the next page.

EXHIBIT 3- EEO- NARRATIVE STATEMENT-WTBO-WKGO CORPORATION

 

WTBO-WKGO Corporation LLC does work to Educate & Recruit persons for any and all present and future opportunities for employment according to the EEO guidelines

established by the FCC.  This process continues whether we have any job openings or not at our facilities.

WTBO-WKGO Corporation LLC has been working to achieve broad and inclusive outreach during the period prior to filing for license renewal applications for WTBO, WKGO, WFRB, and WFRB- FM.  The period of record prior to application is frombv June 1, 2011 to June 1, 2012

 

June 1, 2011- June 1, 2012

During June 2011 WTBO-WKGO Corporation worked with the Allegany County Board of education to set up annual dates for station personnel to visit an individual school classroom to discuss what that person does as part of their career in broadcasting.

Jim Van, our News Director, visited Northeast Elementary School on Thursday, June 9, 2011 from 8:30-11:30am. Jim met with approximately 100 students in 4 class rooms and discussed what it is like to be an announcer and to be a News Director. School Counselor Terri Simpson coordinated this visit.  Students  asked questions and one of our station’s websites was displayed on an overhead projector to demonstrate aspects of the station’s operation.

During September 2011 WTBO-WKGO Corporation worked with both the Allegany County and Garrett County Boards of Education to visit classrooms with on air personalities “Hannah and the Trucker”.   The purpose of the visits were two-fold: One, to talk about being morning show personalities on the radio with students in elementary and middle schools and describe what that job is like and to demonstrate recording techniques used in broadcasting by recording students doing the Pledge of Allegiance. More than 10 schools were visited during the month.                                                                                            

On November 8th and 9th 2011, Tim Martin, Asst G.M., Carson Yoder, Program Director of WFRB FM, and Rhonda Keefer, Music Director WTBO/WKGO participated in a Career Fair for all middle school students in Allegany County, MD. It is called Allegany School’s “Career Day”.   The event was held at the Allegany County Fairgrounds Multi-Purpose Building located just off Rt. 220 South of Cumberland, MD.

Each of the several hundred students in attendance visited our WTBO-WKGO Corp LLC booth (complete with posters and graphics on careers in broadcasting). Students  met with our staff members in a smaller group and were given the opportunity to hear a presentation from our station participants, led by Asst. GM Tim Martin, on various aspects of a career in broadcasting. Tim Martin along with Carson Yoder and Rhonda Keefer had dialogue with the students about our specific stations and answered their specific  questions about our stations and broadcasting in general. Additionally WTBO-WKGO Corp. LLC showed visual displays, digital audio demonstrations, and video. Hundreds of students attended this two-day event held at the Allegany County Fairgrounds. This year marked several consecutive years of our participation in this event, having been there since the inception in its present format. This two day activity encompassed over eighteen hours of work by our three staff management persons.

The event is a cooperative event between the Allegany County Public Schools and all participating vendors to reach out and inform the broad base of students from all ethnic backgrounds in the Allegany County, MD area about career opportunities.

During the period of September 6th, 2011 to December 22, 2011 WTBO-WKGO Corporation conducted an Internship program with Heather Wolford.  Heather was a senior from the University of Colorado, Boulder.  Her internship was part of her

course requirements for graduation.  During her internship, Ms. Wolford worked on copywriting for clients’ commercials.   Over the course of a couple of months, she also, wrote, filmed, voiced, and produced a Power Point Presentation about the air personalities of WKGOfm and WFRBfm.  This Power Point Presentation was used at the Allegany County Public School’s Career Day to help inform and educate hundreds of students of what goes into being an announcer in radio.  The station will continue to use this presentation at future Career Day Events and Job Fairs.

During the period of February 6th, 2012 to May 25th, 2012 WTBO-WKGO Corporation conducted an Internship program with Brent Mitchell.   Brent was a senior from Frostburg State University in Frostburg, MD.  His internship was part of his course requirements for graduation. He worked as an intern four days per week during this time period, two days per week each at the Cumberland and Frostburg studios.  During his internship Mr. Mitchell worked on creating and modifying and inventory system for the music libarary for the WTBO-WKGO location at 350 Byrd Avenue, Cumberland, MD and also assisted in organizing the music library at WFRB, 242 Finzel Road, Frostburg, MD.   In addition, Brent assisted with the setting up and taking down of remote broadcasts as needed during his internship. In addition Brent assisted with the Martin in the Morning Show which airs weekdays 6am-10am.  At WFRBfm Brent participated in the “Hannah and Trucker Morning Show” contributing a 7:50am Friday morning segment called “Morning Sax”. Brent would play a tune of a country song on his saxophone (as he was a saxophonist at Frostburg State University) and listeners had a short time to call in and Identify the song. ) A copy of photos of his WFRB segment as provided by Mr. Mitchell,  is on file with the station.  Brent also performed announcer duties as an Emcee Radio Personality at a local entertainment venue called Windsor Hall.

During  February 2012 WTBO-WKGO Corporation LLC once again conducted an non- discrimination training with the Sales and Billing Departments to review our policy that all Advertising Contracts do not discriminate on the basis of race or ethnicity.  All contracts, confirmations, and time orders include this wording and we discussed  how that wording impacts our clients and our Sales and Billing Department. Station General Manager and General Sales Manager, Richard Cornwell has  an ongoing mentoring program to help interested Sales Representatives grow in their career in broadcast sales with the purpose of encouraging those persons who may have interest who may have interest in advancing their career in sales to the point of possibly  becoming a Sales Manager. For example, Mr. Cornwell mentored Annette Wolford during the past year by reviewing agency selling and client list management and other skill needed to advance beyond making local sales calls.

On March 16, 2011 at 10 am, the Meyersdale, PA High School Journalism class toured WFRB. Some students are looking to get into mass communication or broadcasting after graduation.  The tour was conducted by WFRB Program Director, Carson Yoder.  He started the tour in the fm on air studio and finished in the transmitter room. He let them record, edit and perform the getting the audio  “ready for air” routine. By demonstrating this process the students had a better idea of what tasks were used by radio announcers and production personnel.   Questions and answers were discussed before the students returned to school.

In April , 2011, WFRB Program director, Carson Yoder hosted a tour from a local Boy Scout Troup at the studios of WFRB, 242 Finzel Road, Frostburg, MD The scouts were required to visit a broadcast facility to earn a Merit Badge in Scouting.  Carson said: “It’s really quite exciting to watch the minds of the Scouts when they realize that radio isn’t at all what they thought it would be. I started the tour in the fm on-air air studio and finish up in the transmitter room. I explain to my best ability how everything works, after which I take them to the production room and let them record a spot, show them editing, and how the finish product gets to the air. I then take questions...”
