I. General Policy

WTBO WKGO Corporation, LLC. has a policy to afford equal employment opportunity in to all qualified individuals without the regard to race, color, religion, national origin or sex, in all personnel actions including recruitment, evaluation, selection, promotion, compensation, training and termination.

It will also be our policy to promote the realization of equal employment opportunity through a positive, continuing program of specific practices designed to insure the full realization of equal employment opportunity without the regard to race, color, religion, national origin or sex.

To make this policy effective, and to insure conformance with the Rules and Regulations of the Federal Communications Commission, we have adopted an Equal Employment Opportunity Program which includes the following elements:

Timothy P. Martin, Assistant General Manager will be responsible for implementing WTBO/WKGO Corporations EEO program. The station’s employment application forms will contain a notice informing prospective employees that discrimination because of race, color, religion, national origin or sex is prohibited and that they may notify the appropriate local, State or, Federal agency if they believe they have been the victims of discrimination.

Appropriate notices will be posted informing applicants and employees that the stations are equal opportunity employers and of their right to notify an appropriate local, State or, Federal agency if they believe they have been the victims of discrimination.

WTBO-WKGO Corporation LLC has been working to achieve broad and inclusive outreach during the period prior to filing for license renewal applications for WTBO, WKGO, WFRB, and WFRB- FM. The period of record prior to application is from

WTBO-WKGO Corp. LLC along with students from Frostburg State University, produced a series of announcements to publicize a community event called "Cumberland Goes to War." This event was held to honor present and former residents of Allegany County, MD who participated in foreign wars from World War II to the present conflicts in Iraq and Afghanistan. A total of five students, who were involved in broadcasting classes at Frostburg State University, participated in this endeavor as part of their pursuit of a career in broadcasting. They recorded at total of thirteen 60-second announcements which aired 11/1/09-11/16/09

April 7, 2009

Joe Harman, AE, participated in Joint Effort with College Students from WFWM at Frostburg State University in the field of Broadcasting. The Joint Effort was to record Public Service Announcements for a community event called Mountain Maryland Marathon. The participation with students Tim Miller, Steve Hughes, Bradi Purdu , Lauren Baile, and Ashley Srantinos and WFWM student manager, Chuck Dicken was designed to reinforce the students’ desire to have an opportunity for a career in broadcasting.

WTBO-WKGO Corp. LLC was co-sponsor of a Job and Career Fair held in conjunction with Country Club Mall at the mall location 1260 Vocke Rd. Lavale, MD. The event was held from Noon until 7pm that day. Two of our company stations, WFRB-FM, Frostburg, MD and WKGO-FM, Cumberland, MD broadcast live from the Job and Career Fair. Jeff Johnson was on the air for three hours for WFRB-FM and Tim Martin was on the air on WKGO-FM for three hours. General Manager, Richard Cornwell, acted as station host for the event and talked to all those who attended the event. Over 21 different businesses, organizations, and also recruiters from the Armed Forces were part of the event. aired a series of programs on WTBO-AM of 2 Minute content called Inside the Board of Education. The information in these programs was written and recorded by Mia Perlozzo, Information Specialist of the Board of Education of Allegany County, MD. The information in each weekly program highlighted activities of students attending school in Allegany County Schools from Kindergarten through 12^th Grade. In this manner both students and their parents and families could hear on RADIO the impact those students were having in the community in hopes that students would be encouraged to seek a career in Broadcasting as a way of communicating with the public.
